About this Book

This edition presents a monographic study of the legal principles for preventing corruption-related administrative offences through private detective activity in Ukraine. The book examines the intersection of anti-corruption policy, administrative law, public interest, private initiative, and the emerging legal role of private detectives. The authors analyse the formation and development of the Ukrainian system for preventing and counteracting administrative offences related to corruption. Special attention is given to the regulatory framework of anti-corruption activity, including the Law of Ukraine “On Prevention of Corruption”, administrative liability, financial control, conflict of interest, and restrictions imposed on public officials. The monograph considers private detective activity as a possible additional instrument for identifying, recording, and preventing corruption manifestations. It discusses the balance between public anti-corruption interests and the protection of private life, legality, procedural guarantees, and human rights. The study also explores the interaction of private detectives with other participants in legal relations and the use of information and materials obtained during detective activity. A significant part of the work is devoted to judicial practice, administrative mechanisms, corruption risks, and the effectiveness of Ukrainian anti-corruption institutions. By combining theoretical analysis with legislative and practical issues, the book contributes to the discussion on improving anti-corruption tools in Ukraine. The publication is intended for legal scholars, specialists in administrative and information law, civil servants, postgraduate students, law students, and practitioners interested in corruption prevention. It may also be useful for researchers and public actors involved in the development of civil society mechanisms for monitoring integrity and public accountability.
